Only the lights are either burned out or turned off, it's not broken and it's functional. The only time the lights should've been off is when there's a power outage, but the elevator would relevel and open the doors automatically or just turn on the emergency light

There is a key slot for a light to turn it on which the employee who turned off the lights should be fired. It's not broken maybe the lights are fried
