It is simpler than that – Consciously Communicate with that Person using the Mind's Monologue. Like you want to say something to someone and you just say their name kind of way. There is a catch though… you need to be at least Clairsentient and Claircognizant to begin with or it won't work.
Edit: Saying that, Synchronicity may sometimes play a role with non-Psychic People, they Think of the Person and they Manifest… a bit like when you Think of someone you have not seen a long Time and you see them within a couple of days.

Try sitting inside them as though you ARE them and relay the message as though it’s their own thought. This is more advanced telepathy. I’ve had samadhi so I know KNOW through experience we are one but a person who hasn’t had samadhi doesn’t KNOW this. They believe it. Once you know we are one telepathy is almost automatic but especially so with another who’s had samadhi. But for someone who hasn’t, sit in their lap inside them and give toe message but you must be STILL in emotion and mind.
I did it. I strangely saw him wake up. Sitting upright. I asked him to come over. He came. We greeted as always. He was with me in the room… I started to explain why I want to talk to him. He was a bid distant. Not to close to me. He didn't say anything. Then I greeted him imagin him going.

I imagined myself putting my hands through a friend's hair and threatening him to cut his hair (he was growing a mullet). The next time I saw him (which was a few days later) his hair was cut and he went out of his way to tell me several times that his wife threatened him to cut it. OK pal 😂
